Débora Melo Fernandes

Prior to joining Gama Glória, Débora was a senior associate at Sérvulo and an associate at Morais Leitão. She also served as a legal advisor to the Minister for the Administrative Modernization in 2015.

Lecturer in specialized courses and frequently invited to speak in conferences on her areas of expertise. Author of monographies and several scientific articles on her areas of expertise, having participated in several collective works.

Coordinator of the Course on the Legal Regime of Electric Mobility and of the Professional Course on Public Procurement at Nova School of Law.

Researcher at Green Lab (Nova School of Law) and at the Public Law Research Center (University of Lisbon – Law School).

Co-founder of ADA – Administrative Law Association and member of its Supervisory Board.

Holds a JD from University of Lisbon (2007) and a Master in Administrative Law from the Catholic University Law School (2022).
