João da Cunha Empis advises clients in highly regulated sectors, helping them navigate public law frameworks, secure approvals, and resolve disputes.  

 

His practice focuses on energy, public procurement, administrative litigation, and urban planning. He works with companies to anticipate regulatory challenges, meet legal obligations, and protect their interests in negotiations, contract execution, and before the courts.  

 

He has worked in the public law departments of leading Portuguese law firms, where he advised on regulatory matters, public procurement procedures, and litigation. This experience included supporting the development of energy projects, advising on compliance with administrative requirements, and representing clients in court proceedings.  

 

He holds a law degree from the University of Lisbon and a master’s in administrative law from the Catholic University of Portugal, where his thesis examined the rebalancing of public contracts during the pandemic.
