Tiago Aires Mateus

Clients turn to Tiago Aires Mateus when projects are high-stakes, politically exposed, or subject to government oversight - from cross-border M&A and privatizations to public-sector reorganizations and governance design. He helps decision-makers balance commercial goals with public scrutiny, designing strategies that stand up to negotiation, regulation, and review.

Tiago has advised governments, state-owned enterprises, and private clients. He has held board-level roles in major private companies — including a national hospital and Portugal’s flagship airline following its privatization — where he helped drive organizational restructuring and strategic repositioning. He has also supported cross-border deals at a Magic Circle law firm known for high-end transactional work. As Chief of Staff to the Secretary of State for Energy, he led negotiations with international institutions and helped implement structural reforms to the Portuguese energy sector. At the State holding company, he shaped legal strategy for landmark privatizations, managed the divestment of state assets, and coordinated internal and external legal teams.

His work spans sectors such as aviation, energy, healthcare, real estate, and infrastructure, and he brings particular fluency in transactions involving public–private coordination, foreign investment, and institutional negotiation.

He holds a law degree from the University of Lisbon (2004) and has completed executive programs in finance, management, sustainability, negotiation, and leadership.
